This has happened to me before and no, I would restrain them until they calmed down.
Children aren't often fully capable of empathy so you kind of have to force the empathy on them. They often grew up seeing or being victims of violence, in which case they don't know that what they are doing is wrong, and/or they don't have assertive adults in their household.

Either way. Gotta make them calm down first.
