Not normal. Excessive hair growth on the face and breasts in women is a sign of low estrogen and/or excess testosterone.
YES, both sexes have both but in different levels in each.

It depends on your background of course; some people are in families where the women tend to be hairier on average.

Some guys like to suck on nipples and use the hair as dental floss, so maybe keep them? I don’t know.
