Well, it would help if you initially gave more details. Rape is pretty serious, and so is substance abuse. Maybe your sister is mentally ill? Have ya'll ever considered having her go to rehab? She can be committed to a psychiatric ward/hospital if she is a threat to herself or anyone else. I don't know what ya'll can do about the adoption thing since it's her baby. Maybe she wanted the kid to have a better life than what she could provide it with?
