I think what the person probably meant was, instead of trying to lose weight, you should focus on changing your body composition. You can eat enough calories to maintain your bodyweight, while losing fat and gaining muscle mass, if you eat enough protein and train/exercise enough.
It is possible to lose weight and increase your body fat percentage at the same time, but it's usually a result of losing muscle mass and not losing fat.
