It's Belgium *isn't* because Belgium is only one word and doesn't end with s. Belgium is a collective and thus takes singular forms. Saying "Belgium aren't doing well" is very bad grammar, like saying "I is American". Wait, don't you people say things like "I is Scot!"?, or is that crap chav-speak?
