Many of those top players (Courtois, Lukaku, Hazard, Benteke, De Bruyne to name but a few) are still extremely inexperienced, and experience is often something that's needed to make a group of players who all play for different clubs in different countries work well together. They'll get better as time goes on; in Euro 2012 the team's average age was 23, far younger than most other teams, but as those top players develop they'll start to work better together.
It's Belgium *isn't* because Belgium is only one word and doesn't end with s. Belgium is a collective and thus takes singular forms. Saying "Belgium aren't doing well" is very bad grammar, like saying "I is American". Wait, don't you people say things like "I is Scot!"?, or is that crap chav-speak? And holy crap, when did Belgium become a good soccer team?
