Cause they are stupid! Now, I get if you are the only car on some calm street, then you don't have to signal. I don't.
But you can't just prance about in the road, without turn signals. You can't suddenly slow down for a right turn, without indicating.
I use the horn to deal with such idiots.
As for your suggestion... Cars should lock the steering wheel. How do you take a corner? You signal on every corner?!
What if you have to avoid something. Like a child in the road, or a car that cuts you off. You signal before you do that?!
