Personly, I have OCD and although it can be really annoying when it gets bad, it doesn't affect my life or the people around me too much (besides maybe making people annoyed when I move their stuff around).
A lot of the bigger problems are in need or more attention, and so doctors probably don't want to waste time with smaller things like OCD (in some cases it can be life consuming, in which case a doctor should help you, but a lot of the time it's just annoying) while there are people with bigger problems that affect them and the people around them so much that it can't be ignored.
There would be some doctors that do just want to make money and big disorders take lots of time (and therefor, money) to fix, so they would prefer people with big time disorders, but for the most part, I'd say it's simply priorities.
Why don't doctors ever look into OCD? IIN?
