Maybe he likes seeing you upset (which would be pretty messed up). Maybe he doesn't know how to handle his feelings for you. Maybe he has conflicting thoughts about how he wants to be with you, but he doesn't want to be tied down.
You could do as RoseIsabella suggests and try to cultivate an indifferent attitude, or you could just say you're tired of the BS, and tell him to go away and come talk to you again when he's grown up a little.

It's an immature thing to do.
