No, asking at a later date after the person has already said no is called harassment. If the person changed his, or her mind I'm sure the person would let me know. Being able to gracefully accept rejection is about having respect for other people.
When someone cannot take no for an answer it's a red flag of a not so nice person who doesn't respect me. I don't need people who don't respect me in my life!
