He may be uncomfortable with physical contact for reasons that are completely un-related to you. If you enjoy this persons company, then continue to spend time with him but respect his physical boundaries. He may have chosen you to be-friend because he did not think that you would be physically attracted to him. If neccessary, tell him that you need to move on to a physical relationship, but that you care about him and would like to remain friends.
