It's difficult, maybe even impossible to get people to change if they don't want to. And it seems that she, maybe becuase of depression, social ills, or general apathy hasn't learned to care about caring for herself. She may nit wven realize that she's pretty. The only way I can think to fix this is to pull a makeover and let her experience how people will treat her if she is well dressed and prettified. Maybe shell like it, but she may also retreat into her messy shell and the comfort of what identity her sloppiness provides. Otherwise, it's just going to take time. Some people stay slobs forever but plenty learn to dress themselves in time.
