Personally, I feel like if I am going at least 5 over the speed limit already, even in the left lane, I don't think I should have to get over unless there is an emergency vehicle. No one should have to risk getting a 2-3 hundred dollar ticket or more just because someone behind them wants to go 5 miles per hour faster and is too lazy to pass on the right.
I used to go 10, 15, or 20 miles over until I got a ticket. Not worth it getting somewhere just a few minutes earlier. And in areas with lights, it doesn't even help you unless you speed like 20 over (which is ridiculous on city streets). The lights are designed to be most efficient at the speed limit.
But hey you know... if someone wants to tailgate... then so be it. If something happens, it's going to be their fault, and most likely they won't get to their destination much faster.
