Why are people out of work on government shutdown?

    Doesn't the GOVT always run into some kind of problem every year around tax time? I mean is this "shutdown" really THAT shocking?

    It is kind of like a kid who doesn't want to go to school suddenly developing the flu, osteoporosis, or the black plaque on monday morning?
