English is a regulated language. The rules of English grammar and usage, have mostly been clearly defined.
It is the folks who publish dictionaries (universities), who determine what is an acceptable word form (yes, people actually think about this). There are several different variations of 'Standard English'.
If English were not regulated, then my first sentence, in the preceding, might have been something like:
Many languages have regulating bodies, such as L'Académie française, the Norwegian Language Counsel, The National Institute of the Korean Language, and the Center for the Greek Language. No such body exists to regulate the English language, hence English is an unregulated language. Dictionaries document the language. They do not control it.
