Well, they do get paid for all the work, just not on the same pay schedule. Any employer could do this and be within the law in the U.S. You have 90 days to pay legally.
I don't feel at all sorry for government workers. They have great benefits, retirements, can't really ever be fired and have a job for life.
If they can't get out of paycheck to paycheck subsistence, existence with all that going for them, then it's their own fault.
Whose fault is the shutdown and what should be done to fix it?
