It depends on what individual people associate with the terms "submissive" / "dominant" (in English there is a verb submit, in my mother tongue there is not any verb similar to adjective "submissive", so also language might contribute to slightly different perspectives).
I can offer only my perspective, others might see it in a completely different way, which is OK, too. I associate it with the distinction "whose needs are being met" or "whose satisfaction is the primary goal of the activity" etc... I do not automatically think that the active partner is closer to the dominant side than the more passive partner - e.g. slaves can be more "active" around the house than their masters without being more dominant while serving them etc...
In most cases of heterosexual oral sex given to the man, my intuition is to perceive the giver as the more submissive partner, at least when it includes orgasm during blowjobs in non-BDSM contexts. I guess that in most cases, men derive more pleasure from their orgasms in the mouth of their partners than women from male semen in their mouth:) Most cases, of course there might be exceptions but I guess this would happen on rare occasions in an average heterosexual couple.
So here my answer is that I perceive the giver as the more submissive partner during this act. No generalisations, because I cannot say anything about gay sex dynamics when it comes to oral and I refrained from mentioning situations within the BDSM context (e.g. forced orgasms, orgasm denial, ruined orgasms...where fellatio can be performed by a dominant partner) which you were not interested in for the purposes of this poll. Moreover, I consider oral sex as an autonomous sexual act, not as a part of foreplay, so my thought might not be applicable to contexts where oral sex is done as a foreplay which might have its own dynamics, quite different from what I outlined from my perspective.
