    There was supposed to be a law passed recently that disallows this. At least in my area anyway...

      There is a law like that, but it only disallows anything louder than the loudest noise on the show. For example, if a gunshot goes off in a show, then the commercial can be no louder than the gunshot but still louder than the rest of the show.
