At the risk of opening a good ol' can of worms, I think (in some cases) it ought to be partly the tax-payers. In cases where the would-be parents can't afford it but want to abort the kid, the tax-payer should take some of the slack in my opinion.
If tax-payer money isn't needed, it should be 50/50. Both of them had the choice of protecting themselves, both of them chose to have sex and knew the risk they were taking. Both of them had equal responsibility over whether she got pregnant, both of them should pay equally. Unless, of course, the woman was raped (or, I guess, if the man was raped, which can happen).
