I voted for the only one I’ve visited, Bangkok. People there seemed to have pretty decent English, but I stayed in the more touristy area so take that with a pinch of salt. I will warn you though it gets incredibly hot and if you don’t look Thai the scammers will pounce on you constantly so do thorough research into their methods before you go.
I think your experience would also be dependent on how much money you have. I have friends who were born and raised in Bangkok who barely speak a word of the local language because they lived in the rich bubble. Amazing schools and access to good health care. Most of them are very successful people now.
Poor people don't always get on so well there. They aren't allowed anywhere near the decent schools or hospitals. Poverty is an issue.
