Actually, underweight is more unhealthy. Underweight people die on average, 4 years before overweight people. If overweight is referring to obese though, that's when it becomes a bigger risk.
So this is basically it:
Underweight - least healthy
Obese - equally as bad as underweight
Overweight - fine, slight risks but nothing serious
Normal weight - same as overweight
