Well you also can't assume an entire country doesn't say eh just because you don't.
I'm Canadian and I say eh and most people I know do as well. It's just the misconception of saying eh after every single sentence, it more just when you want to turn a statement into a question, like 'It's a nice day out' to 'It's a nice day out eh?'
