There are many best places. For making love, it could be in the bedroom of a beachfront cottage hearing the waves crash on the shore. Or it could be my living room in front of the fireplace on a pile of pillows surrounded by candles with the sound of rain on the terrace. Or maybe off a small island in the hot tub of a friend's yacht.
For just really, obscenely good sex though, I'd say in the living room of a large home in the middle of a group of other people all having sex.
