At the time at which they are fully developed and can survive outside of the womb, that's when I believe a fetus crosses the line into personhood.
That said, I do believe that life begins with the zygote. Technically it is alive, not some random matter. It's biologically alive. However, it's not a person, in my eyes, until it can be born alive.
