As far as I know there's nothing stopping children from just walking into someplace like Spencer's at the mall with their allowance and buying a vibrator. Though I'm sure most would be embarrassed to do it even if they wanted one.
Or there would be the option to buy something that isn't made specifically as a sex to (like a massager) but with the intent to use it as one. I'd say that still counts.
