The normalcy of what age young people become interested in exploring their bodies seems to depend on culture. Likewise, if a country has a legal age that is rather low, you'll more likely find youth of a young age knowing about sex toys and wanting to use them. Don't forget about the prevalence of sex in the media. Many children are being exposed to content of a very sexual nature that they would otherwise, and most likely, not be exposed to.
Some parents believe that is okay to supply their children with sex toys. That's their business. If their friends supply them with sex toys, and they are around the same age, that's their business. If their friend's are much older than them and are supplying them with sex toys, it's very inappropriate and wrong. Some random adult supplying them with sexual devices is again, very inappropriate and wrong.

Idk about you, but I never would have bought my mother a sex toy, particularly not when I was a child.
They can ask friends who are of age to get it for them or, they can use special cards, that differ from credit/debit cards.
