You do realize even if you can not directly donate money you can INVEST money. which is essentially the same thing so being that rich is in fact better of the two options. Also even if you do not invest, you can build a company that is doing good for the community since you have the money to spend on literally anything. Also you can not really restrict that or your real statement is you can not spend any of the money on business ventures what so ever.
