I'm not the OP but I'll answer anyway: W/ = with Like b/c is because Its just a shorthand.
although technically the /w was a bit superfluous since normally people say "short black hair" not "short with black hair"
I thought the same thing as well. Just figured it was an error in judgement.
What would You Prefer ?

I thought the same thing as well. Just figured it was an error in judgement.
