I would do anything drastic like genocide or a controlled pathogen. But if I had my way, there'd definately be birthing restrictions in this country. There'd be an IQ or intelligence/common sense test u gotta score high enough on to qualify to have a kid. U also have to demonstrate financial stability. How the hell they'd enforce it... Idk. What do u do to someone that had a kid that wasn't supposed to? Make them get fixed? Lol yeah, pray I never become ruler of the world guys.
