Birth rates in most developed countries are down you could limit amount of children based on ability to provide for them although it sounds a bit elitist it would help. One other issue is the elderly population has skyrocketed so you could actually put an age limit or a euthanasia system in place for those with dementia or Alzheimer's to thin that group out . I love my grandparents and would never want it to come to that this is purely hypothetical.
