I'd turn around, address the parent and say,
"Look, I don't mean to be rude, but I paid a lot of money to ride a plane as peacefully as possible. As sweet as he may be, your kid is kind of ruining it. If you could get him/her to stop kicking and touching me, that'd be greatly appreciated."
And if they give ya a hard time say,
"Hey! If you're willing to put a kid on a plane, then you better be willing to discipline him when they're bad! Now do it, or I'll toss them in the bathroom and block the entrance so they can't get out! It's your way, or mine buster. I'm feeling nice today so I'll let you choose."
Hahahaha, I was kidding about that last part. But hey, if ya think it'll work.
