Phew...that sounds beyond annoying. Maybe try this: being sure to get the parent's attention, very sweetly address the little kid--especially if he/she is very young. Say, "Hey Sweetie sorry to bother you (look at parent), but I was trying to read/sleep/eat/whatever up here and your little feet are making it very hard to do so blah blah blah". I don't know...you can't be condescending or look like you're scarin' the kid, but I think you should be allowed to at least bring it up.
