An AR-15 only holds up to 20 rounds. Also, if you want a fair assessment of whom would win then you would first need to identify the handheld firearm (pistol) the person on the ground is using. I would guess that the person is a civilian so they would most likely be handling the Colt M1911 which fires .45 ACP and will hit not only heavier, but faster than the AR-15 and will neutralize the threat handling said AR-15 who is 2 stories up before the threat is able to maximize the damage and/or deaths.
However, safety is bot guaranteed for either party.
