I think a ton of people would just disqualify themselves either for criminal activity or a mental or physical reason. It's too easy nowadays, back then you really couldn't pull that off unless you had some staggeringly obvious severe condition. But now it's like you can just read about a condition, act like you have the symptoms and bang, you're clear. Or even just say you are a drug addict-there ya go, they won't touch ya.
That's a good question, since the poll maker didn't say which country. (Although the USA is always presumed on the Internet in English language discussions.)
The question is made particularly good considering that military service is compulsory for women in at least one place in the world. (I only know of Israel at this time.)
