What would you do as the world's ruler?

I would measure really important stuff.

1) Co-ordinate a coherent strategy to battle poverty (yes, that does mean redistribution of wealth).

2) Co-ordinate a coherent strategy to combat climate change and eliminate oil/coal dependency. Sustainable energy is preferable.

3) Fund research into sustainable energy and eradicating diseases like cancer.

I tried to think of other things I could do, but everything else I could do around eliminating war would only postpone the problem or make it worse. I'd be tempted to centralise all power, but that wouldn't work. After all that was done or the wheels set into motion, I'd retire. I wouldn't want to be known either, more just an invisible, shadowy, cat-stroking figure.

First order of business, open all borders to make emigration and immigration simple.

Second order, form a council of people to offer advisement to me as I know very little about macroeconomics.

Third, simplify the tax and legal codes in all countries. I know that most need this desperately. I would suggest a quite high sales tax and that is all.

Fourth, increase funding for all the sciences, especially the space program.

Lastly, use the council from the second step to construct the rest of my plan. I can't think right now.

I'd look around for someone better qualified to do the job. The chances of me being the best person for the job are very slim indeed and why would I want such an important job not being given proper consideration?

Change from capitalism, and re-orientate peoples aspirations onto colonisation of the universe.

I cant imageine human beings a few thousand years down the line, still hankering to work for the man so they can buy china made goods and visit mcdonalds.

I'd make birth control mandatory for each girl immediately after puberty, until and unless you can prove yourself to be a good parent with strong disciplinary skills. If you can't prove to be a good parent, the BC goes back on into place.

I can't see that working out well. I don't know much about politics, and everything I'm about to say is obviously simplified and probably pretty stupid. I mean, ruling one country is bad enough, but all of them? I'm not sure, because some countries are capitalist and others aren't. Would I have to make them all the same? If so, then I'm not too keen on capitalism. I'm not declaring myself the next Stalin or anything like that, but hmm, I don't know which ideology I'd go for.

Although, I think I'm being too picky about this. Do you just mean how harsh a ruler I'd be? I would make a lot more things legal, although not everything (death penalty would never get legalised, and I'd probably be a bit strict on gun control). And I wouldn't be completely laid back or anything like that, I would be very strict on certain things. Such as advertising and what big businesses get up to. I would probably even force people to take certain things more seriously, such as the environment.

I dislike the whole class system, and I dislike the idea of "poor people getting poorer and rich people getting richer", etc. I'd like free health care and all that good stuff for everyone! Sort of free stuff, yippeee! I'd like to think I'd put the people first. Of course this is all hypothetical and simplified though, and probably not even possible. My knowledge of politics isn't good, but I know this couldn't work. Not enough money, blah blah, and all the rest of it.

Although, I once said something that made my friend say that if I were a politician, people would hate me. Apparently some of my views are in the minority. You'd probably all revolt.:'( Sad times. I'd let you all eat cake! Does that help?

get rid of air travel

I would get rid of oil cartels, converting all cars to water power (inventer of such a car was murdered, check youtube). That would stop air pollution accumulating and not to mention our pocketbooks. Contrary to popular belief we don't have free market capitalism but a mix of state capitalism and socialism on the local level. I would change that to pure free market capitalism, suppress income tax, corporate tax, capital gains tax and only keep VAT and lower it to 10%.
The rates have to be harmonised and tax heavens have to cooperate. Scam artists will have nowhere to hide. Administrative language in every country has to be in English. One could freely travel anywhere in the world without restrictions since welfare systems, if at all I keep any, would be the same in all countries which prevents a flood of poor illiterate people abusing certain countries. I would uphold the death penalty for severe crime. Freedom of belief but forbidden to organise religion. Churches, masjids, temples, synagogues etc are torn down or kept as architectural heritage only in certain cases.
