talk to her and tell her that you can't imagine ever not being with her and see if she responds the same way, and if she does, that's the time to splash out on an engagement ring.
as for her birthday, just spend the day with her doing all the things she enjoys doing most, then she'll know you've put a lot of thought into it.
oh and make sure you buy her a nice prezzie as well, us girls do like thoughtful Men, but we also like nice prezzies too lol.
