Propose, but don't do it publicly: what if she hesitates or wants to wait to give you her answer? Don't put her on the spot like that.
When you're falling asleep tonight, focus on the question of what she'd like from you for her birthday and see if you can dream the answer or wake up with it in the morning.
Alternatively, ask a mutual friend or her sister or mother for suggestions: betcha they'll ask her and get back to you in time! Have you thought of a gift voucher for a day spa where she can be pampered? A friend of mine knew his partner wanted to improve her singing voice and bought her singing lessons. Does she want to learn to play a musical instrument or own one?
Stop procrastinating though, or the day before her birthday you'll be panicking and end up buying her something crappy or inappropriate.
