It's possible and you don't know her any more than I do. Why wouldn't she have government assistance? Australia has had benefits for single parents since the 70's: don't you have them in the US?
Why should she even need it? She shouldn't have gotten pregnant at 15. Where was her mom then? That she did could have been remedied by an abortion. It's not that this is some kind of love child with two loving parents, is it?
Society should not have to bear the responsibility or expense of raising this child's child.

Or the stupid child could have the baby adopted and none of it would be a necessity. The baby would have a loving, financially stable home, the child (16 year old) would have a chance at a decent life without needing government assistance, the OP probably wouldn't be contemplating leaving and all would be right with the world.
How is any of that not good? Even the abortion, when the alternative is so pathetic?
