Not necessarily the same, although many people use the words: "chubby, obese,and fat" interchangeably.
To me, chubby means a little "plump," perhaps with decent muscle tone/stamina, whereas fat means higher than average BMI (Body Mass Index) and out of shape, or seemingly average in the U.S. these days, and obese is indicative of a medically dangerous fat ratio.
