100% let her know how you feel. So what if she has a boyfriend? Make time to talk to her, maybe hang out. Get her address and write her a couple letters. I'm not saying you should tell her to break things off with the other dude, but I'm telling you she can't choose to date you instead if she doesn't know you're interested.
She may go for it, she may decline - but at least you'll have tried - which is a lot better than "...I wish I had said something."
