I'm going with Alaska. I could never live in a place that's cold all the time. My Hispanic ass freezes when its 70 degrees out. I'd never be able to handle their hardcore cold weather.

Edit: Also, what is it with us? I'm not hispanic, but half Sicilian half Cree. I can't handle the cold. I have to get all bundled the fuck up, and it's a pain in the ass, because I'm from NYC and grew up in Canada (Back here in the big apple now, tho.)
Idk if cold tolerance has really much to do with ethnicity. There are quite a lot of Arabs and Black Africans. migrating tp Northern Europe, even Scandinavia and they seem to be doing fine..
Also the Cree are a tribe inhabiting Northern lands, if your theory was valid half your genetic backgroumd must be xold resistant.. I like that you seem to be inclined to npve somewhere south though, I'm sure I wouldn't like it in NYC
The hardcore Islamist nations. If alcohol is illegal and women are forced to wear beekeeper outfits I'm not rushing to visit. Also the failed socialist places like Venezuela. If people are forced to eating pets and zoo animals to avoid starvation because their economy is collapsed that isn't somewhere I'm trying go to until they get their shit together. Other than those places, I would be happy to visit anywhere else in the world.
