That's exactly what they said back in 1968. Methodologies to integrate offshore software development have never worked very well. The bad news is that they are slowly getting better. There are many aspects of the process that Americans (and Canadians) are good at. Foreigners don't even want to talk about calculating complexity. Brits or Scandinavians might do it, but it's doubtful.
