Mostly in Miami. Cuban ghettos are especially violent. If you politely order something at a store or food stand, the minimum wage Cuban will often comtemptously reply with "No entiendo Ingles." and scoff at your presence.
It's entitlement on steriods. Entitlement to the land, the social rules, and remade local governments with the English language excluded. "What thou dost unto Castro, thou dost unto me."
