if the 15 year old was raised in that environment he's most likely to get into that kind of stuff
but if the 15 year old didn't grew up with that influence he might be getting influenced by his so called "friends" at school or his neighborhood-
the thing is chill-
he/she's going to be fine- maybe he need some parenting figure- and it's ok to smoke sometimes- i smoke my stuff sometimes but i can quit whenever i want so want so maybe he changes idk xD
