Only practical reason I can think of is if it's tight fitting and has a zipper maybe? Or I suppose if it is super fluffy and just too much to bunch up?
I mean, if it's form-fitting, non-stretchy material...it would be slimmer under the hips so it would be impossible to pull up unless unzipped and then still it would be easier to pull down instead of up. Still might be impossible to pull up even unzipped depending on your size and the precision of the tailoring.
PS..I don't wear many skirts either but I am sorta into fashion design.
What is normal for girls.

Good for you. They both have their place, in my opinion.
Surely if it's tight, up is still easier? Idk, I don't wear tight skirts.
