I've actually used that line more than a few times with guys I've dated. It means: Don't get your hopes up; we will not be in a committed relationship.
In the future, it's best to just ask if it seems unclear. "Dating" someone for 5 or 6 months and not knowing whether you're exclusive or not is not the business.
