Well, the shampoo is for washing away dirt, bacteria, and oils, but the soap/detergent is harsh and also strips away the oils that make your hair stay soft and healthy when you rinse it out. Using conditioner restores the moisture that was lost in the act of shampooing. If you are only using conditioner, without any soap first, then you're effectively not getting clean enough and just adding more grease.
