I understand where you're coming from, but I don't think it would work. People need a release of some kind, and just out of habit people will whine. The main reason though that I think that utopia would fail though is because you have to take the good with the bad. If you eliminate negativity, there would be no need for positivity. I don't think it'd be possible for people to appreciate being happy without experiencing a little misery first. Even if though you do "take" people who have had miseries installed in their lives, they'd still find something to complain people. People always find something to complain about and if you bottle that release up, you're just prolonging the chaos.
