In my opinion, insecurity does play a part in it, but not in an extremely bad way.
Think about it. Make up, though used for expressing yourself, it's mainly used to enhance features or cover up flaws we think we have. Acne scars? Make up. Visible skin problems in general? Make up. Want your eye color to pop? Want bigger lashes? All done with make up.
Not saying make up is for the ugly/unattractive, because all types of people wear it for various reasons, but to say insecurity doesn't play any part in it is silly.
