Meh. The vaccination rate is 55% for white people and 48% for black people, and black people have been closing the gap. We could talk about the systemic racism that made it more difficult for black people to get access to the vaccine, or the historical racism that made them understandably reluctant to trust it, but I don’t really see the link between mandates and racism.
People with medical reasons why they can’t get it are free to shop somewhere else. Same with people with religious reasons. Go somewhere else. You can’t force private businesses to serve people they don’t want to serve, unless it’s a protected class.
If a strain pops up that the vaccine isn’t effective against, we’ll cross that bridge when we get there. There’s no reason to base laws and policies on a hypothetical that seems unlikely to occur at this point. And I genuinely have no idea what you mean by the CDC redefining fully vaccinated. There’s been talk of that definition including booster shots at some point, but to this point the definition of fully vaccinated literally has not changed once that I’m aware of.
Governments not only can mandate vaccinations in certain circumstances, they have a moral obligation to do so. Large public gatherings like concerts and stadiums clearly need to be protected. Schools are fine, obviously, they’ve been requiring vaccines for decades. Governments have no right to tell smaller places like restaurants that they have to require vaccines though.
